Street Outreach Collective
New initiative strengthens collaboration to address unsheltered homelessness.
In July 2026, the Bloomington Street Outreach Collective (BSOC) was formed as a new coordinated initiative that brings together outreach providers to better serve individuals experiencing unsheltered homelessness.

The Collective brings outreach partners together under shared protocols while building on the relationships and partnerships already in place. By coordinating outreach efforts, it creates a more connected, housing-focused approach. Through multidisciplinary teams working at consistent times and locations, BSOC builds trust, engages people where they are, and connects them with a wide range of services.
Erin Reynolds-Nylund, Heading Home’s Housing Solutions Director, laid the foundation for this initiative. BSOC coordinates efforts of Heading Home’s street outreach case managers, HeathNet’s Homeless Initiative Program, and the City of Bloomington After Hours Ambassadors.
By strengthening communication, coordination, and shared best practices across agencies, the Collective is improving connections to housing, healthcare, behavioral health services, and other critical resources for people living in places not meant for human habitation.
